The United Kingdom and the United States have hammered out a important trade agreement that will ensure no tariffs on British medicine products going into the American market.

The Terms of the Deal

As part of the deal, the UK has agreed to increase funding on pharmaceuticals through the public health system. This commitment guarantees that tariffs on these key products will be held at zero for a duration of 36 months.

This agreement is in response to recent statements to dramatically increase tariffs on branded pharmaceutical imports, with increases mentioned as high as double the cost.

"This deal between the UK strengthens the international landscape for cutting-edge drugs and introduces much-needed fairness to American-British medicine commerce," an announcement declared.

Commercial Importance

Pharmaceuticals are one of the Britain's biggest exports to the United States, which is by far the largest market for leading companies like GSK and AstraZeneca.

Trade data show that in the year to the end of last September, the UK shipped drugs valued at £11.1bn to the US. This figure represented a significant portion of British export trade in that span.

"This deal safeguards jobs, increases investment and sets the stage for the UK to establish itself as a global hub for medical research," a minister remarked.

Specific NHS Changes

The pact includes several specific commitments from the UK:

  • Higher Cost Ceiling: The UK will raise the cost ceiling at which it judges new therapies to be prohibitively costly by 25%.
  • Higher Drug Budget: There is a target to increase overall public funding on treatments from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Refund Ceiling: The amount drug companies must refund to the NHS to prevent overspending will be limited at fifteen percent. Previously, repayments exceeded 20%.

Recent Tensions

The pact takes place against a ongoing row between the sector and the British authorities over spending levels and approval rates.

These tensions were heightened by assertions that US consumers were paying significantly more for the equivalent treatments than people in the other developed nations.

Over the last 18 months, several significant manufacturing plans in the UK have been paused or cancelled, while multi-billion-dollar investments have been directed toward American operations.

The Science Minister publicly accepted that the NHS had to spend more on medicines, noting that its budget allocation on drugs had decreased as a proportion of its overall budget over the last ten years.
