The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are issued from various governments. Considerable effort is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability afforded by up-to-date information. From observation points, military aircraft that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and heating outages in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a need that European nations are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, certainly, endure.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, American administration does nothing to discourage Russia, through diplomacy or military means, from believing that the situation will not evolve additionally in its benefit in the near future.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but preventing a total frontline collapse until circumstances change in its advantage.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
